    What a waste of $20 - I do this with VLC Media Player.
    Go to View > Always on top and adjust the window to your preferred size.

    For the same effect on browsers I activate Picture-in-Picture:
    https://support.mozilla.org/en-US/kb/turn-picture-picture-mode
    Just click on the icon that shows on videos and you will get a pop-up window that can be resized, moved, and floats on top of everything else.
