Not wanting to start a technical discussion thread inside this one. I would check Antivirus / firewall application being on/off - if it has an influence. Download manager being used/not used. Using a different computer with a leaner=cleaner setup maybe is another idea. In IT I learned often it is necessary to do A / B tests and see what it has the "bad" influence.
