    Basically, once there's enough interest, someone would reach out to an admin or a moderator to request a group buy. If the admin/moderator approves the group buy, they'd manage it from there including who would be permitted to participate in the group buy.

    In this case, since I'm personally interested in this course, the thread has already caught the attention of a moderator, but we still need enough interest before I'd consider running a group buy. Probably around 8 to 10 people to give enough wiggle room for people who will inevitably back out or get removed from the group buy for not paying.
