How to import specific images as overlay as an action?

So I set up an Action to load a specific Grain texture as an overlay in Photoshop. But When I made another action for a different image it changed the folder to the last one used overwriting the previous.
I'd love to know how to make an action for specific Grain, or Flares from different locations on mt hard drive.
I can't find anything on the web for that, I saw something a long time ago about macros or something but I have no idea where to even start or what it really means haha. I hope you knowledgeable folk here can help
