I don't know if you see but, HSB in Photoshop as a huge update, for now just in the Beta version but, chances are that will be implemented in the Shipping Version (the normal one) and probably this actions must be updated also since the commands on the HSB will differ a LOT from the new HSB

First of all thank you very much for the tip and I agree that this update is huge and can simplify many things in PS(beta). From other side, I was not much interested in a way of the color application (btw. I would use Web Adobe Color + Masked Color layer / Color gradient in color blend mode instead ), but in the table of the mentioned in the pallette 19 colours (or their number representation) since right now I'm in the process of specific swatch collection. Also, if we speak about color changes, I would additionally recommend to take attention to two (pretty expensive but good) plugins NBP SKN and CMX2 which can help with pretty sofisticated color replacements.

PPS. I would not recommend to use requested actions for any production usage since if you take a look even at the proposed example (image) masking and color application was done incorrectly and, for example, white color became green . But colors are nice (theoretically they can be collected going through their published for different tutorials images with a bit of investigation in the mentioned Adobe Color). Probably will do the same if request is not fullfilled .
