Go to system settings, privacy, scroll down and click on "Open app anyway". Allow the patcher to codesign the app when it asks for it.
So it's the official installer and not the patch that fails for you? That seems like an issue at Topaz' side, on my machine it installs fine. Have you disabled any firewalls before running the installer?
Nope, it's the patcher. Topaz fully installs then the patch fails for me. No worries, I just figured I'd see if you had any ideas.
You can try to uninstall and reinstall from scratch if you haven‘t done so. Also make sure to allow the patcher to codesign the app when it asks for it.

Does not open after installing app and patch ... Patch from 3.6.1 is working, patch from 3.6.2 ist not working
Works perfectly fine here - took around 10 seconds or so to open for the first time from Photoshop as a plugin, but otherwise no issues.
